Constabulary Record

What the city wrote down about you. Name, parentage, address, declared occupation, known associates — and the gaps, which sometimes say more than the filled fields. An archive is not the truth of a person. It is what the institution managed to establish, in the order it suited the institution to establish it.

Out-of-fiction note. This is a player page for the Mistborn Gilded Steps campaign. The files below describe fictional characters and are written in the voice of a fictional police force that errs, omits and classifies. Fields marked no record have not been filled in by the table yet; fields marked sealed exist and are not public.

Duty clerk's assessment Subject known to this division. He served well, and for a long time, which is what makes his file shorter than it ought to be — the men who write the files knew his name. He still lives on the street he grew up on, and the street answers for him. There is nothing to charge. The file is recommended to stay open on account of the company he keeps, not on account of anything he has done.
Appendix — interview, summarised by the attending officer

The subject gives eleven years' service as a constable in Knightbridge, in the division covering the streets he was born on. He describes, without being asked, how a patrol is arranged, how an item of evidence is lost, and which drawer a case is put in to die without anyone having to give the order. He was careful to say he learned this by working and not by informing. The officer notes the distinction appeared to matter to him more than the information did.

He states he lives on the row he was raised on and has watched the redevelopment contracts arrive house by house. He asserts that the offer rises when a neighbour refuses; that people leave the street without notice; and that men appear afterwards measuring the pavement. He was told that none of this constitutes an offence. He replied that this was the point of it. No complaint was filed and none is on record.

Asked what he wants, he answered that those who profit from others should be made to answer for it. He then volunteered, unprompted, that once he is certain of a man he stops waiting for proof and goes looking for the proof that agrees with him; that he did so on one occasion; that it cost him his position; and that he would not promise not to do it again. The officer records the admission as given. It is the only part of this interview the subject was not asked for.

He is built to find things and to be right about them. Awareness and Speed are his high attributes, and his trained skills are the three that follow from that: Perception, Light Weapons and Allomancy. Tin is the seeing metal — a Tineye burns it and every sense opens at once — and his is nascent, which in this system means he has Snapped but has not been trained: the power arrives in flickers he does not fully command. His Hunter talent, Seek Quarry, lets him fix on one person and follow them; the rest of the file is about what he does when he has fixed on the wrong one.

He carries a hunting rifle, a breastplate, a uniform he is no longer entitled to, and a set of manacles. His Presence is 0. He cannot talk his way past anything — not a doorman, not a magistrate, not a friend. Everything he gets, he gets by being already certain and already there.

Open goal: train the Tin — the reward is the full power.

Duty clerk's assessment Known by sight on the quay since he was very young, and never for anything one could write down. He runs well, he disappears quickly, and he knows a patrol is about to turn the corner before the patrol does. That is not a crime. The file exists because the name came up near people who matter, and not because there is anything to charge. Let it further be noted that the family is of good standing with the Enclave, which makes his presence at the harbour a matter of curiosity to this division.
Appendix — interview, summarised by the attending officer

The subject states that the woman who signs for the Synod is his maternal grandmother and that she raised him. He states his mother brought him and his twin sister to the Enclave and departed; he does not know where, does not know why, and says he no longer recalls her face with any precision. Of his father he gives no name and claims none is known to him. He observed that this file records no record three times, and that what is a form to this division has been his whole life. The observation is entered because he made it twice.

He gives his schooling as the Enclave's: the Terris tongue, the scriptures, and the discipline of sitting still, at none of which he claims to have been good. He states that what he read in practice were the Allomancer Jak serials, concealed inside the science volumes. He states that he began going down to the harbour at twelve and that it taught him faster: who pays, who collects, who delivers, and what a night spent watching one corner is worth. He named no one.

On the notation of presumed Feruchemy, the subject stated that the presumption is made because he is Terris, that this file was built on it, and that all such files are. The officer did not correct him. Asked his intentions, he said he means to gather enough to take a train to the Roughs and not return; that out there, by his account, a man may still be something he chose. Nothing in the statement is actionable.

Quick and sharp rather than strong. A Steel Ferring is a Steelrunner: they store physical speed in a steel metalmind and draw it back out in a burst. His is nascent — he has the heritage and none of the training, and no metalmind of his own yet, which is exactly why building one is written down as a goal. His Feruchemy and Light Weapons are his two trained skills, with Agility and Athletics under them; he fights with two revolvers and leather, and the Vigilant Stance talent is a defensive posture, not an opening move.

Like Rook, Presence 0: no persuasion, no deceit. The difference is that Rook cannot lie because he will not, and Rhazed cannot lie because nobody in this city has ever given him a reason to practise.

Open goals: build the steel metalmind · get named in the broadsheets · earn the respect of the harbour gangs.

Duty clerk's assessment A gentleman of impeccable manner, presented by houses of settled reputation in this city. He attended of his own accord to regularise his stay, which already sets him apart from most. There is nothing to pursue and no enquiry is recommended. It is noted here, purely for internal order, that the duty officer of the third appointment, on reviewing his own notes, could not recall having been in the subject's presence. The officer has been cautioned as to diligence in completing his records.
Appendix — interview, summarised by the attending officer

The subject volunteered that his father was a bookkeeper who spent thirty-one years reckoning the accounts of the steel houses of Elendel and died in debt to three of them. He was at pains to say nothing was stolen: it was written down, in small print, and signed. He offered the conclusion he drew from it — that money does not belong to the man who does the work but to the man who tells the story about the work — in the manner of a pleasantry.

He gives as his reason for coming to Bilming that Elendel contains too many people who look closely. He describes the trade he conducts here without embarrassment: that the men who built this city hold more money than they know how to spend and less lineage than they would like, that they do not want paintings, and that what they buy is a gentleman of the capital saying aloud, before witnesses, that they have taste. He stated the price is high. No offence is disclosed.

The subject then remarked that the file compiled on him is immaculate and entirely wrong, and asked that it not be corrected. He denied acting on his father's account or in the correction of any wrong, and said he does it because he is good at it and because those who pay him deserve to lose every coin they display. He added, without being asked, that he does not consider this to place him above the magnates. The attending officer recorded the remarks and closed the interview. On review, the officer could not account for having agreed to reopen it.

An actor exists for him in the campaign world, and it is empty: no attributes, no paths, no talents, no items. Everything above this line is fiction the table has already agreed on; the mechanics are still to be built. This block will fill in from the sheet the moment there is one.

Duty clerk's assessment The thinnest file in this batch, and not by accident. He came to a counter, gave a trade and a name, and was written down. A man who arrives with tools and no history is either exactly what he says or has taken some trouble to be. Nothing here justifies either conclusion. Recommend no action; recommend the file be kept.
Appendix — interview, summarised by the attending officer

Not yet taken. Two or three paragraphs of interview, written up as the division writes them up: where the subject came from, what he does for a living, what he wants and what he fears losing, all of it in the officer's third person. The player supplies the substance; the archive supplies the voice.

The maker of the group. Intellect is his high attribute and Crafting his best skill, with Deduction, Lore and Discipline behind it, and the Erudition talent on top — which lets him fix a new field in his mind after a short, hard study and work in it with unreasonable competence. His expertises are machinery, crafting, deduction and literature: he is the one who can read the paperwork and open the machine.

Twinborn means two powers, one of each art. Electrum Allomancy — a Misting of electrum is an Oracle, who sees a moment of their own immediate future — and Cadmium Feruchemy, a Gasper, who stores breath. Both are nascent: he has them and cannot properly use them, and the cadmium metalmind is not built yet. In fiction that is a man who has recently found out something about himself and is testing it in a workshop rather than telling anyone.

He is the only one of the three with any social footing at all — Presence 2, where Rook and Rhazed are flat 0. He carries a boot pistol, a uniform, a lantern, a lock and its key, ink, paper, and a reference book.

Open goals: train the electrum · build the cadmium metalmind.

Appendix — interview, summarised by the attending officer

Each player supplies two or three paragraphs of interview: where the character came from, what they do for a living, what they want and what they fear losing. The archive writes it up in the officer's third person, which is the only voice this file has.

How to read this archive

The Constabulary records what it established, not what is true. A blank field may mean that nobody looked, that somebody preferred not to write it down, or that the information went into an annexe this archive does not open.

There is no part of a file written in the subject's own voice. What reads as a confession is an interview written up by the officer who took it — the words reordered, the tenses moved, the admissions kept because they were useful. Where the appendix and the fields above it disagree, both are the same institution disagreeing with itself, and the disagreement is the point rather than an error to be corrected.

Each portrait sits on a coloured field, and the colour is a metal. The metal is one the subject has a relation to — what kind of relation is the subject's business, and in more than one case the Constabulary does not know there is one. The rings belong to the archive; the fields do not.

The block at the foot of each file, marked character sheet, is not the Constabulary speaking. It is the table: what the character is in the rules, taken from the campaign's own sheets. Where it contradicts the file above it, the file above it is only what the city managed to write down.

Nothing here goes past the campaign's spoiler line, and no file reveals GM material. What a character hides from the others stays hidden.
